Navigating the Intricacies of T1 Bonds

What Is the T1 Shipping Note?

The T1 document plays a crucial role in the customs clearance process when transporting goods across international borders, especially for shipments originating from outside the EU and destined for EU territories. Initiated by customs authorities at the point of departure, the T1 procedure remains open until the consignment reaches its final EU destination, with a set period of no more than 8 days between these events.

For goods arriving from non-EU countries that have not been cleared for free circulation, trading them freely within the EU requires the settlement of VAT and import duties. The T1 document addresses this need. This article provides insights into the T1 customs document, equipping you with the necessary knowledge for smooth freight clearance in the EU.

How Does the T1 Document Operate?

Those overseeing the transit movement must provide a guarantee to ensure the payment of customs taxes, duties, and other charges if the T1 document requirements are not met. This guarantee is usually provided by independent entities like banks, which hold joint and several liability with the principal.

Each T1 declaration must be submitted through the electronic NCTS (New Computerised Transit) System. Although the process is primarily paperless, a paper covering document called the TAD (Transit Accompanying Document) must accompany the goods during transit. This document is to be presented at both the en route Office of Transit and the final Office of Destination upon the goods’ arrival.

The Transit Accompanying Document will feature an MRN (Movement Reference Number), which is generated by the electronic system upon acceptance of the declaration. The MRN is presented in both barcode and numerical formats. The customs process concludes when the goods arrive at their destination, at which point any applicable taxes and duties become payable.

Do I Need a T1 Shipping Note?

You will require the T1 document in the following scenarios:

  • Transporting goods manufactured in a non-EU country through an EU country en route to a final EU destination.
  • Moving non-EU manufactured goods through an EU country with uncertainty about whether they will remain within EU territory.
  • Transporting non-EU manufactured goods through the EU, where they will be held under customs control.
What Information Does the T1 Document Contain?

The T1 document is carefully compiled, containing essential details about the shipment, including the names of the consignee and consignor, total package weight, package quantity, seal numbers, tariff codes, and other relevant information.

These details allow for the seamless tracking of goods from sender to recipient during transit and help ensure a successful customs clearance process.
